So Logitech and its webcams have something to do with it for sure! it worked!! I then re-enable them one by one on the device manager, and it still seems to be working. I suddenly read your message, and I happend to have a quite new logitech HD webcam, so I tried disabling both the audio and video input on the device manager (w10), and tried again. I reinstalled the QuickCam software to be sure and, sure enough, it had direct impact. I had installed the Logitech QuickCam software ages ago (old cam, old software) and it was staying resident and stopping the apps from running. I started killing processes and finally found the offender.
